Get the referrer's payout-request history

GET 
/api/referral/payouts

Returns the tenant's payout-request history (newest first, paginated). Admin / account owner only. RLS-scoped on tenant_id. A requested/approved row is a ledger entry, not evidence of a transfer — settlement (paid) is a manual operator action; the application never moves money.

Not authenticated. code: account_disabled means the member's seat was deactivated in this workspace: the session is over even though the token was not revoked (clients sign out and clean up).
