Retry a transcript the wallet stopped

A voice note, a video's audio or a call recording whose transcript was refused because the workspace runs speech-to-text on the platform's key and the wallet could not pay (Attachment.meta.transcript_skipped, or meta.event.transcript_skipped on a call's recording message).

The retry goes through the same wallet check: when the balance still cannot pay, it is refused with the same reason (402) and nothing is sent anywhere. Otherwise it is queued (202); on success the mark is cleared and, for a call, the usual call_transcript message lands. A two-party call comes back as one flat transcript of the stored recording. Idempotent per message: a second request while one is queued, or after it succeeded, never transcribes (or bills) twice. Needs the reply ability on the conversation.
