Enable or disable a member (admin only)

Toggles a team member between active and disabled. ADMIN-ONLY. Disabling syncs the membership directory so the account can no longer log into this tenant. The owner and the last active admin are protected (422).

Not authenticated. code: account_disabled means the member's seat was deactivated in this workspace: the session is over even though the token was not revoked (clients sign out and clean up).
