Four refusals are worth knowing about before you write the form:

1. A model the provider does not publish is a 422 on model. The catalogue is the adapter's own declaration; a provider whose list is empty has no verified model and cannot carry an assistant at all.
2. A language the provider publishes and does not speak is a 422 on locale. A provider that publishes NO list is allowed through and flagged language_unverified instead.
3. activation: queue_overflow with no activation_after_seconds is a 422: it is the one rule with a threshold.
4. A blank disclosure_text is a 422. Omitting the field is fine — the platform's own translated EU AI Act Art. 50 sentence is stored. Clearing it is not: Art. 50 has no "off".

A new assistant is created switched off.
