A member manager (members.manage), or the member themself when they hold working_hours.self_manage. Assignment follows these hours: a member outside them is not offered new work.

Not authenticated. code: account_disabled means the member's seat was deactivated in this workspace: the session is over even though the token was not revoked (clients sign out and clean up).
