Forward a message into other conversations
POST/api/conversations/:conversationId/messages/:messageId/forward
WhatsApp's "Forward": the message's text and files arrive as a NEW agent
message in each target conversation, sent through that conversation's
own channel. Files are copied, never shared with the original.
meta.forwarded_from on each new message points back at the source.
Each target is judged on its own, exactly as a typed reply there would
be; a refused target never stops the others. Refusal reasons:
not_found, same_conversation, forbidden (no reply ability on
that thread), window_closed (the channel will not take free text
right now — e.g. a closed WhatsApp 24-hour window; a template is needed
there), attachment_copy_failed. Left un-enumerated: render an
unfamiliar reason as a refusal.
Authorized through the SOURCE conversation's view ability.
