Remove a voice from the platform's voice library

/api/voice/library/voices/:voice

Deletes the voice at the vendor, which frees its slot, and stops the monthly charge. The month already paid is not refunded. When the vendor refuses or cannot be reached the voice stays — and stays billed — and the answer is a 422 with the vendor-neutral reason.
