Who this call could be transferred to
GET/api/calls/:callId/transfer/targets
The transfer picker's data (SES-1 F4 — devir). Two facts per agent,
because they answer different questions: what the agent SAID about
taking calls (availability, and the eligible verdict derived from
it plus their panel presence), and what the call rows say about them
right now (busy, computed — nobody has to remember to flip a switch
back after hanging up).
A busy agent CAN still be transferred to: the offer rings as call
waiting. An agent who is not eligible cannot, and the server refuses
it — parking a customer to ring a phone that will not ring is a worse
outcome than saying no here.
Only seats that could actually work this conversation are listed (the channel's access rules and the reply permission), and never the acting agent themselves.
