OUR measurements of what we sent (41 §C8), not Meta's score. Meta publishes a number out of 10 days after the fact with no explanation; these are the inputs that number is built from, computed the moment they change.

The refusals breakdown is the only thing that separates "Meta is not receiving our conversions" from "we are not sending them" — opposite problems with opposite fixes that look identical from outside.
