The voices this workspace keeps in the platform's voice library

/api/voice/library/voices

Clones and adopted voices made on the PLATFORM's vendor key. Each one occupies a slot on the platform's vendor plan and is billed monthly from the wallet (doc 109 §10): the first month when it is made, then once a month while it exists. A renewal the wallet cannot pay does not delete the voice: it is suspended (suspended_reason = wallet_empty | monthly_cap) and new speech with it is refused until a later renewal run can pay. Voices on the workspace's own vendor key are not listed — that vendor bills them.
