Send a mail — after the undo window, or at a chosen time

EVERY mail Send goes through here. Without send_at the mail waits UNDO_SECONDS (5) and then leaves — the client shows "Geri al" for that window and cancels with DELETE. With send_at it waits until then ("Şu saatte gönder"). A send_at carrying an offset (Z, +03:00) is that instant; a bare wall-clock time (2026-10-06T09:00) is read in the WORKSPACE timezone. It must be at least a minute ahead and at most a year.

The server, not the client, sends it: closing the app neither loses nor doubles it. At send time it goes through the same path an immediate send takes (outbound job, rewrite/translate rules, attachments) and access is checked AGAIN — a mail whose author lost the mailbox meanwhile fails visibly instead of leaving.

DRAFT: the composer's draft (draft, or the stored one for this surface) is parked on the waiting mail and removed from the drafts list, so no other device offers the same words again. Cancelling puts it back; the actual send drops it.

mode: new needs channel_id (a mailbox the member may write from) and may upload files (multipart). Replies and forwards need conversation_id and the reply permission on it; their files are pending attachment_ids uploaded to that conversation. Rate-limited per member.
