OneSignal config (client-safe)

The CLIENT-SAFE OneSignal config so the web/native SDK can init (Faz 2/3). Works under EITHER cookie OR token auth. Returns ONLY the public app id + a configured flag — NEVER the platform REST API key. Mirrors the Meta platform config endpoint's secret-safety.
