Register a new tenant and its first admin user

/api/register

Creates a tenant and its first admin user in a single transaction, logs the admin in (SPA session) and dispatches an email-verification notification. Runs without a pre-bound tenant. accept_terms: true is required; the acceptance of the current Terms of Service and Data Processing Agreement is recorded in the same transaction.
