List the plan catalogue

GET 
/api/plans

Returns the platform plan catalogue, in catalogue order. The same tiers apply to every tenant (this is platform-wide, not tenant-scoped). Admin only.

Each plan reports its localized name/description, its price (the amount is in minor units, e.g. cents — placeholder figures in this phase), per-billing-period quotas (null = unlimited), agent_seats (null = unlimited), and whether it is the default onboarding tier.

Not authenticated. code: account_disabled means the member's seat was deactivated in this workspace: the session is over even though the token was not revoked (clients sign out and clean up).
