Who can do this service, and what it is done with

GET 
/api/catalog/items/:catalogItem/eligibility

Both lists empty is the normal state, and it means "anybody, anything" — not "nobody". A tenant who has never drawn an edge behaves exactly as before; read the other way round, this feature would empty the diary of every workspace that already exists the moment it deployed.

A rule is born when somebody writes one, and not before.
