Refuse a call offered to you
POST/api/calls/:callId/transfer/decline
The target says no (SES-1 F4). The call does not move and the customer does not come off hold: they stay parked with the agent who offered them, who is told the transfer bounced rather than left watching a spinner.
On a DEPARTMENT offer one person declining is not the department declining — the offer stays live for the remaining seats and only the last refusal settles it.

Not authenticated. code: account_disabled means the member's seat was deactivated in this workspace: the session is over even though the token was not revoked (clients sign out and clean up).
not_transfer_target — this call was not offered to you.
Resource not found (or not visible to the current tenant).
The offer is already settled or expired.
