The scheduled-callback queue (F10.5d)

Callbacks the team owes, soonest first — the only order a queue is ever worked in. Finished ones read backwards from now instead.

meta.overdue counts the WHOLE queue, not the page: a backlog that only shows on page three is a backlog nobody sees, and the number is the news precisely when it is large.

overdue on a row is COMPUTED from the clock, not stored. There is no overdue status on purpose — a state a background job has to write is wrong whenever the job is behind, and a queue that shows nothing overdue because a worker is stuck is worse than one that reads the time.
