Bring phone contacts into the workspace (deduplicated)

Each entry is matched against existing contacts by normalised phone (the number lookup's rule) and email. One match → matched (or conflict with the differing fields) and the existing contact is NEVER changed; several matches → conflict (ambiguous); none → a new saved contact (created). Entries without a usable phone or email are skipped; a second entry for the same person in one request is duplicate_in_batch. Requires contacts_sync.use, contacts.manage, the switch on and phone_to_cw or two_way allowed. At most 500 entries.

Not authenticated. code: account_disabled means the member's seat was deactivated in this workspace: the session is over even though the token was not revoked (clients sign out and clean up).

Authenticated but not allowed.

Resource not found (or not visible to the current tenant).
