Re-read the Page's public handle from Meta

The handle is stored when a channel CONNECTS, and it started being stored only when these links did — so every Page connected before that has none on file. Without this the panel would tell a tenant with a perfectly good username that their Page has none, and the only other fix is reconnecting the channel.

A no-op for Instagram, whose handle arrives with every connect. A write to the channel's configuration, so it is gated as one (Channel update).
