Attach a tag to a contact
POST/api/contacts/:contactId/tags
Attaches an existing tenant tag to the contact (idempotent). CONTACT-scoped
— reuses the tenant tag store but is distinct from a conversation's tags.
Gated by the contact update ability (agent+). Returns the refreshed
contact with its tags.

Not authenticated. code: account_disabled means the member's seat was deactivated in this workspace: the session is over even though the token was not revoked (clients sign out and clean up).
Authenticated but not allowed.
