Opens a conversation record for an existing contact. Nothing is sent to the person — to start a conversation by messaging someone use startComposeConversation. Without assigned_user_id the conversation is queued for automatic routing (round-robin / least-loaded / department rules), unless the workspace's assignment rules give it to the member who started it.
