List the WhatsApp Flows an agent can send in this conversation

The Flows on the conversation's WhatsApp Business Account, for the composer's picker. Fails soft to an empty list — a Graph outage should cost the agent the picker, not the composer.

Drafts are excluded; BROKEN FLOWS ARE NOT. Filtering to published only was how a blocked form used to disappear from the picker with no explanation, leaving the tenant to hear about it from a customer days later. A throttled flow is listed AND sendable: Meta caps it at ten messages an hour rather than stopping it.
