Doc 106 §4.7, CMP-6 — the consent rates in a period (default the last 30 days, at most 400): one decision per browser (the latest record of each consent id in the period; records is the raw count), the share of accept all / reject all / custom / withdrawn, the grant rate per category, consent_loss (the share without marketing consent), and the same by country and device. Groups under min_cohort (10) decisions fold into other; a period under it has counts but no rates (suppressed). Aggregates only: no consent id, IP or page. Needs consent.manage, like the records.
