Publish a change to the site's cookie banner (admin)

Send only the parts to change; they are merged into the banner and published at once. Guard rails (422 otherwise): ONE style for Accept all, Reject all and Preferences — a per-button colour or style (colors.accept, reject_style …) is refused, text and buttons keep a 4.5:1 contrast; the re-open icon is left or right, never off; reask.granted_months 1–12, reask.refused_months 6–12; regions never name Türkiye, the EU/EEA, the UK or Switzerland, at most 5 rules, and the stub they produce stays within 1 KB. Changing texts, the policy link, categories, vendors or cookie entries bumps the banner version and every visitor is asked again; style, positions, re-ask periods and regions do not. A changed region rule changes the install stub (paste it again). Audit row website.consent_banner_published.
