Delete one browser's cookie consent records (admin, erasure)

/api/integrations/website/consent-records/:consentId

Doc 106 §13 item 3 — a visitor's access/erasure request by the consent id the banner showed them: deletes every record of that id in the workspace, irreversibly. A data-subject erasure, so it needs contacts.erase (admin-only by default). Audit row website.consent_records_deleted with the count and a SHA-256 of the id — the deletion stays provable, the id itself is gone. 404 when the workspace has no record of the id.
