Turn the weekly cookie re-scan on or off (admin)

weekly: true queues a scan of the site once a week (consent:scan-weekly, daily at 03:20, for sites whose last scan is a week old; nothing while the installation has no browser). Off by default. Audit row website.consent_scan_schedule_changed.
