Count a step of the cookie banner funnel (widget banner chunk, browser key)

Doc 106 §53, doc 110 K-11 — an anonymous signal from the banner chunk:
the banner opened by itself on this page view (shown), its
preferences were opened (prefs), or the first choice made in it
(accept_all, reject_all, custom). Same keys, domain check, CORS
and text/plain JSON body as recordCookieConsent; its own rate limit.
Nothing is stored about the visitor: the server adds one to a counter
per site, day, country, device type, language (tr-TR → tr) and
consent profile. No consent id, cookie, IP or page. Bots, headless
browsers and the ConnectWiz cookie scanner are not counted; nor is
anything on a site without ConnectWiz consent. Always 204.
