Create an In-App Signup deep link

/api/channels/:channel/whatsapp/signup-links

Creates the signup at Meta and stores the phone number the link will be printed with — Meta does not tie a signup to a number, so the deep link cannot be rebuilt from its copy alone.

accept_terms is required: Meta wants the WhatsApp marketing terms accepted before the first signup and then never mentions them again, so the acceptance is recorded here with a named actor and a date.

{{promo_code}} is the only placeholder WhatsApp substitutes. Using any other one, or using it with no promo_code, is refused here rather than by Meta's bare 400. Admin-gated (Channel update).
