Arm or disarm identity-change protection on a number

WhatsApp numbers get recycled. When one does, the previous owner's thread is still open on it — their orders, their address, whatever an agent typed. With this armed, Meta hands over a per-customer identity hash, we prove it on every send, and a mismatch (137000) HOLDS all traffic to that person until a human releases it.

OFF by default and deliberately per number: Meta's block is total, which is what a bank or a clinic wants and is a frozen conversation with no visible cause for anyone else.

Meta's own setting is written FIRST; our flag moves only if that succeeded. The other order produces a channel that believes it is protected while no hash ever arrives. Admin-gated (Channel update).
