Generate and upload the Flow endpoint encryption key

Generates the channel's RSA-2048 pair if absent (private half stored encrypted, passphrase-protected) and uploads the public half to Meta via POST /{phone_number_id}/whatsapp_business_encryption. Idempotent on the pair: pressing it again RE-UPLOADS the same key (the recovery for a number re-registration, which silently invalidates the uploaded key) — it never rotates a key that published flows depend on. The number must already be registered with Meta, or the upload is refused with Meta's reason.
