Refreshed from Meta on every call, because codes can also be created or deleted in WhatsApp Manager and a list that quietly disagrees with reality is worse than a slightly slower one. When Meta is unreachable the local mirror is returned instead with meta.stale = true — showing a possibly-outdated list beats showing nothing, as long as the screen admits which it is. Admin-gated (Channel view).

PAGED: Meta caps a page at 25 while a number may hold 2,000 codes, so the response carries meta.next — pass it back as after for the following page. The order is Meta's own, NEWEST FIRST, which is the only freshness signal a third-party app gets (creation_time is documented as first-party only). Use code to jump straight to one printed code.
