Retire an endpoint-backed flow

DELETE 
/api/channels/:channel/whatsapp/flows-endpoint/flows/:key

Deprecates the flow at Meta (published flows cannot be deleted) and forgets the screen map. Customers holding older messages stop being served the flow once deprecation lands.
